Minister of Plantation Industries and Commodities visited MREPC
YB. Datuk Seri Mah Siew Keong, Minister of Plantation Industries and Commodities (MPIC), visited the Malaysian Rubber Export Promotion Council (MREPC) on 25 Aug 2016, as part of his working visit to all agencies under the Ministry of Plantation Industries and Commodities (MPIC). YB Minister and the delegation from MPIC was briefed by the CEO, Madam Low Yoke Kiew on MREPC's programmes and the export performance of Malaysian rubber products.
During the press conference held after the briefing, YB Minister announced that export of rubber-based products is expected to rake in about RM18.5 billion this year, driven by higher usage of disposal medical gloves.
Malaysia's per capita consumption for disposal medical gloves stood at 9 pairs, while the average in China was 3 pairs, India (2 pairs) and the United States (75 pairs). If they adopt this practice, of using 25 pairs per capita, which is the world average, Malaysia can increase the export of disposal medical gloves to India and China and reap higher earnings," he said.
In the first half of 2016 (January to June), export of rubber-based products rose 4.2 per cent to RM8.82 billion compared with the same period last year, with the United States, European Union and Japan accounting for 60 per cent of Malaysia's total rubber exports. Last year, revenue from rubber-based products increased to RM18 billion with rubber gloves, being the main export item, accounting for RM13.1 billion.

Trans Pacific Partnership Agreement (TPPA): Benefits and Challenges for the Malaysian Rubber Products Industry
The Malaysian Rubber Export Promotion Council (MREPC) organized a briefing on the Trans-Pacific Partnership Agreement (TPPA) for Malaysian rubber product companies on 9th March at its new premises at Q Sentral. The briefing focused on the benefits of the TPPA for the Malaysian rubber products industry and to address the industry's concerns on the impact of the agreement.
The speakers were Simon David from the Strategic Planning and International Division of the Ministry of Plantation Industries and Commodities (MPIC) speaking on Tariff Reduction under TPPA and Market Access Opportunities for the Rubber Products Industry, Lim Chee Hai from the Strategic Negotiations Division of the Ministry of International Trade and Industry (MITI) discussing the Benefits and Challenges of the TPPA to Rubber Products Industry and Izwan Zarik Mohammad Sapari from the Corporate Planning and Research Division of the MREPC, presenting on 'The Potential Impact of TPPA on Malaysia's Exports of Rubber Products'.
The briefing served as a good platform for MITI, MPIC and MREPC to provide balanced and accurate information regarding TPPA to the members of the rubber product industry. The response from the industry was very good, with participation from 28 rubber product companies that are currently exporting products such as gloves, condoms, hoses and moulded rubber products. The session was also attended by senior officials from industry associations and trade organisations.
The speaker from MPIC explained that TPPA would result in immediate tariff elimination for about 85% of rubber product lines while tariffs on other rubber products will be phased out within 16 years from the TPPA's implementation in 2018. The rules of origin under TPPA and the methods of calculating the regional value contents were also discussed during the briefing. The TPPA indicated significant advantages to Malaysian exports to TPP countries, particularly where Malaysia has yet to have any trade pact, namely the United States, Canada, Mexico and Peru.
MREPC highlighted that TPP countries have a sizeable demand for rubber products with imports into these countries currently accounting for approximately 36% of the world imports of rubber products. In 2014, the total imports of rubber products (including tyres, gloves, footwear and industrial products) by the twelve members of TPP were estimated to be valued at USD96 billion, while world imports were at USD269 billion. Malaysia is among the top ten exporters of rubber products to TPP countries. Given the lower tariff barriers under the TPPA, the Malaysian rubber products industry will be more competitive in the TPP markets. Malaysian companies should have advantages over closest rivals in Thailand, China, Indonesia, India and Sri Lanka in exporting products to major member countries such as the United States, Canada, Mexico, and Australia.
MITI, on the other hand, provided the participants with an opportunity to discuss other issues relating to TPPA, including the non-tariff measures being introduced in the agreement. Industry members expressed their concern on the possibility that other major rubber products exporting countries such as Thailand and Indonesia may join the TPP in the future. The MITI speaker responded that it will not happen in the near future as the TPP cannot accept new members until the TPP has come into force. He also stressed that Malaysia will gain first mover advantage having signed the trade agreement in February this year and that new countries wishing to join the pact at the later stage, will have to negotiate the terms with individual member of TPP. On issues relating to labour and environmental regulations, MITI informed that certain policies are classified under domestic laws and procedures and therefore cannot be applied in the TPPA. He added that the TPPA will ensure that all member countries comply with international standards when it comes to labour and environment which encourages good governance with greater emphasis on transparency in businesses. On a different note, MITI highlighted that the TPPA will safeguard the local businesses, especially the SMEs such as high thresholds for local companies in the government procurement.
The participants expressed their appreciation to the MREPC for organizing this briefing at the right time to address the apprehensions of the industry. The briefing provided members of the rubber product industry in Malaysia with a good understanding of the benefits of the TPPA.

Post-Event Release : Donation of One Million Gloves
KUCHING, March 3 (Bernama) - Exports of Malaysian rubber products grew exponentially from RM5.4 billion in 2000 to RM17.99 billion last year, said Malaysian Rubber Export Promoton Council (MREPC) Chief Executive Low Yoke Kiew.
Low said the products were exported to more than 190 countries worldwide, adding that MREPC has been diligently playing its role of promoting Malaysian-made rubber products worldwide.
She was speaking at a ceremony to mark MREPC's donation of one million gloves to the Sarawak Health Department here today, officiated by MREPC Chairman and Sebuti MP Ahmad Lai Bujang representing Plantation Industries and Commodities Minister Datuk Douglas Uggah Embas.
The gloves will be distributed to all healthcare facilities and services including hospitals, health clinics, dental clinics, mobile health teams and flying doctor services.
Low said Malaysia is also the world's leading supplier of medical gloves (examination and surgical gloves), Foley catheters and condoms.
On the domestic front, she said MREPC has been actively organising nationwide glove awareness programmes for healthcare workers to promote glove usage and raise awareness on the need to use personal protective equipment to help protect against infectious diseases.
"These programmes are organised with the intent of increasing the per capita consumption of medical gloves in Malaysia which is currently around nine pairs per year.
"This is a very small figure compared to developed nations where the healthcare standards are high, with the per capita consumption of gloves at 80 pairs and 50 pairs a year in the United States and the European Union respectively," she said.
"MREPC hopes that this initiative will contribute to the State Health Department's efforts in advancing Sarawak's healthcare services," she added.
